Zhejiang Petrochemical Co., LTD., located in Yushan Island, Zhoushan City, Zhejiang Province, is the largest private enterprise producing petroleum and chemical products in China.
In 2018, bidding for complete sets of technology and equipment for oil and gas recovery and treatment for 40 million tons/year of refinery and chemical integration project tank farm & loading dock & loading dock. Because of the harsh environment on the island, the design, installation and use of equipment are relatively high requirements. In the early stage, Zhejiang Petrochemical Co., Ltd. did a lot of research.
In the end, Nanjing Du Le Refrigeration Equipment Co., LTD., a wholly-owned subsidiary of Welly Environmental Protection Group, won the project with its professional advantages in the VOCs recycling industry.
Project background
The technical team of Nanjing Du Le Refrigeration Equipment Co., LTD., a wholly-owned subsidiary of Willy Environmental Protection Group, has repeatedly visited the island to understand the climate and other conditions on the island, communicated with the technical department of the owner, Zhenhai Refining and Chemical Design Institute and Xinjiang Huanqiu Design Institute for many times, provided a reasonable VOCs gas collection program and VOCs treatment process route, and provided suitable equipment selection. At the same time, invited the owner to visit the production site, led the owner to Shanghai, Yulin, Yangzhou and other projects for field visits, and finally got the full recognition of Zhejiang Petrochemical.
As the most representative project of Nanjing Dole, due to time constraints, there were many changes and adjustments in the technical communication between the owner and the design institute and Dole in the early stage, which needed to be completed through on-site communication and coordination. In the implementation of the project, the equipment provided by the company was relatively scattered, and the island lacked transportation, so it was necessary to walk 7-8KM to the site. At the same time, the living and working environment of the project personnel were simple. In such a difficult environment, the project team completed the project on schedule and was highly praised by the owner.
Process route
In the process of storage and loading and unloading of oil and chemical materials, Zhejiang Petrochemical will discharge a lot of organic substances harmful to the environment such as gasoline, aviation coal, benzene, p-xylene, styrene, phenol, acetone, ethylene glycol, MMA, acrylonitrile, acetonitrile and so on. The VOCs treatment project adopts different condensing temperature fields for oil and gas according to different material classification to ensure that the oil and gas exported by pretreatment can achieve efficient recovery at the same time, and can safely enter the back-end CO unit for oxidation decomposition and reprocessing, and finally ensure that the terminal gas is directly discharged up to the standard.

The project is divided into three major areas: oil refining normal pressure tank area, chemical normal pressure tank area, product tank area and dock loading area. The process roadmap is as follows:
In the atmospheric tank area of oil refining, oil and gas are treated by the process of "collection - transportation - condensation - desulfurization - catalytic oxidation", and finally discharged up to the standard.
In the atmospheric pressure tank farm of the chemical industry, the oil and gas is treated by the process of "collection - transportation - condensation - desulfurization - catalytic oxidation", and finally discharged up to the standard.
In the product tank farm and the loading area of the dock, the oil and gas is treated by the process of "collection - transport - condensation (absorption) - catalytic oxidation", and finally discharged up to the standard.

Project significance
The project has a large number of tank groups (147 tanks), a large VOCs gas volume (pretreatment 40800Nm3/h), a wide variety of materials (more than 20 kinds), and a wide area (distributed in three business divisions, with a maximum distance of 3.8km), which is currently the largest and most complex complete oil and gas recovery process in China.
At present, 5 pretreatment units of refining Division and Chemical Division have been put into operation, and the pretreatment efficiency has reached 90% of the expected design treatment rate, which has been widely recognized by the owners. Whether it is VOCs governance scale or process route, it has created a precedent in the industry, laid the position of Nanjing Du Le Refrigeration Equipment Co., Ltd. in the field of VOCs governance, and strengthened the core advantages of condensing treatment process.
