Jieyang Luyuan Comprehensive waste treatment and resource utilization Plant in Guangdong Province is located in the northwest of Jiedong District of Jieyang City within the scope of Sino-German metal Eco-City, and the southeast of Jieyang Municipal solid waste sanitary landfill. The first phase of the project covers an area of 142 acres, and the two phases cover a total area of about 200 acres. The first phase treats 1000 tons of domestic waste per day. The process plan adopted is as follows: primary garbage - garbage pond - garbage crushing - biological drying - sorting - garbage fuel - incineration for power generation. Equipped with 2 MBT pretreatment lines with 500t/d processing capacity, 1×750t/d mechanical grate waste incinerator, 1×25MW condensing steam turbine, 1×25MW generator set, Flue gas emission (dioxin, etc.) implement the EU 2000 standard and the new national standard GB18485-2014 flue gas purification system and zero waste water discharge leachate treatment system, etc., the total investment of the project exceeds 500 million yuan.

Different from the two treatment methods used in the past, landfill and direct incineration, Jieyang project adopts the third generation of domestic waste treatment technology, that is, through the classification of domestic waste recycling of renewable substances, removing harmful substances such as heavy metals and plastics, removing sand and water and other steps, the remaining combustible materials are crushed and formed into "green fuel". The resulting "green fuel" has a calorific value comparable to that of lignite and can be used directly as an alternative fuel for power plants or cement plants. It is also more environmentally friendly, reducing CO2 emissions by 70% compared to burning coal directly. Through this technology, the recycling rate of domestic waste can reach 98%, which can be said to be "turning waste into treasure".

Jieyang solid waste treatment project, as a beacon project for domestic solid waste treatment, is of great significance for the comprehensive promotion of German green fuel technology across the province and even the whole country in the future. The first phase of the cooperation plan also includes planning to build an environmental protection industrial park in the park, a complete set of environmental protection equipment production base based on machinery and equipment manufacturing, and the establishment of the third generation of domestic waste technology management personnel training base and the establishment of domestic waste treatment research and development center.
