Recently, under the strict organization and cooperation of the solid Waste Division, Production Operation Department, Solid Waste EHS management Department and the related management and construction subcontractors of the subsidiary of Welli, the three parties jointly planned, fully deployed and implemented layer by layer, and successfully completed the docking work of the biogas pipeline of the first and second phase of the Xi 'an Kitchen project.

Before the docking work was officially carried out, Xi 'an Kitchen Project Company set up a special safety leading group, adhering to the safety first idea, and organized the participating parties to hold a special construction plan seminar for many times. The meeting breaks down the specific work tasks and assigns responsibilities to people to ensure that each work can be implemented. 



During the construction, all people perform their duties, cooperate sincerely, supervise each other, and make it executable through scientific and accurate policies to ensure the smooth progress of the docking work.

In view of the biogas pipeline docking work faced with tight time, heavy tasks, high risk factor challenges. Therefore, in the construction process, the management departments of the project construction attach great importance to organizational management and safety technology management, in strict accordance with the five elements of the "man-machine material law", reasonable arrangement of processes, comprehensive planning and preparation in advance, in order to efficiently coordinate the docking work. 

In terms of organization and management, according to the intensity of the work task and the planned time, it is equipped with enough operators, and under the leadership of the management staff, each group is organized as a unit, at least two people, and a guardian is assigned, and each group is equipped with gas detection equipment and walkie-talkie. Safety training is conducted for on-site construction personnel before operation, and all personnel are required to follow the scheduling and instructions of the commander in chief. Report any abnormal situation in time. 


In terms of safety technology management, for hot operation and pumping blind plate operation, strict implementation of dangerous operation ticket approval specifications, strict compliance with safety operation procedures, so as to ventilation first, then detection, and then operation. Specifically, the first-phase anaerobic system that has entered the production stage is temporarily shut down, and the pipeline that needs to be cut or welded is replaced with nitrogen gas until it is qualified. At the same time, the ambient gas around the operation is tested. Both aspects have been tested and the operation can only be started after the management personnel confirm that the conditions are met. 

During the operation, there are managers at each operation site to supervise, on the one hand, gas detection can be carried out on the surrounding environment; On the other hand, it can stop workers' habitual safety violations in time.

 

Emphasizing safe operations to ensure smooth docking

 

Due to the hot operation of pipeline docking, almost all of the first-phase anaerobic tanks, pipelines and equipment in the desulfurization area have biogas, which is more dangerous. Before the formal construction, a pre-class meeting was held to disclose the plan and achieve "three to one" (disclosure of construction tasks, disclosure of construction environment, disclosure of safety precautions, and clear mental and physical dynamics of employees).


Before the formal construction, hand in lighters, cigarettes, mobile phones, etc., requiring tools to use copper wrenches. After the gas replacement is completed, the hot point is tested again, and the operation ticket is issued according to the hot ticket system in strict accordance with the safety operation procedures, and the fire extinguisher and the fire monitor are configured, and the hot operation is entered after the conditions are met and checked. For construction personnel, it is emphasized that they must wear safety helmets and safety belts during operation, and that operators who may have methane leakage during operation should also wear gas masks. 


In the pipeline docking work, although the conditions are difficult and the time is urgent, the operators perform their duties in the tense and busy atmosphere, establish the safety first thought, and carry forward the spirit of Welli people. Under the overall planning of the leading group, bearing in mind the mission, in accordance with the scientific construction and operation plan, to ensure the successful completion of the biogas pipeline docking work of Xi 'an Kitchen Project I and II.
