Resource regeneration: An eye view of How to realize "zero discharge" of sewage in Guangzhou Industrial Park

In recent years, the amount of domestic garbage in Guangzhou has been increasing continuously, and the construction of waste treatment facilities in the early stage can not keep up with the actual demand. The Guangzhou Municipal Environment and Sanitation Bureau proposed the idea of establishing a solid resources recycling center in the east of Guangzhou. In the end, Guangzhou Yinli Environmental Services Co., LTD., jointly invested by Welly Group and Qiaoyin Environmental Protection, undertook the "Guangzhou East Solid Resources Recycling Center (Luogang Fushan Circular Economy Industrial Park) Sewage treatment plant BOT franchise project", with a franchise period of 27 years (including 2 years of construction period). 


Project background

 

The treatment facilities in the Eastern solid Resources Regeneration Center of Guangzhou mainly include: the third resource thermal power plant, the biomass comprehensive treatment plant (including the comprehensive treatment of food and kitchen, the sanitary treatment of dead livestock, and the harmless treatment of feces), the municipal sludge treatment plant and the sewage treatment plant of public supporting projects. The sewage treatment plant of the project is an important part of the Park, which is used to treat all the sewage generated in the park (including high concentration sewage and low concentration sewage), meet the reuse standards and return to the park, and realize the "zero discharge" of the park's sewage. 


The total scale of sewage treatment plant construction is 4000 tons/day, of which the high concentration sewage treatment system is 3000 tons/day, and the low concentration sewage treatment system is 1000 tons/day. The project is constructed in stages, of which the first phase covers an area of 27,480 square meters, including: high concentration sewage treatment system 2250 tons/day, low concentration sewage treatment system 1000 tons/day. The first phase of the project started construction in January 2018, was completed and put into trial operation in November 2019, and entered commercial operation in July 2020.

Waste water

This project is divided into high concentration wastewater treatment system and low concentration wastewater treatment system. The high-concentration wastewater is treated by the combined process of "pre-settling regulating tank + anaerobic +MBR+ reverse osmosis". Low concentration wastewater is treated by a combined process of "hydrolytic acidification + contact oxidation + mechanical filtration +RO". 

The project has mature technology and reliable operation, and the effluent meets the supplementary water standard of open circulating cooling water system in "Urban Sewage Recycling - Industrial Water Quality" (GB/T19923-2005) and the greening, vehicle washing, road cleaning and other standards in "Urban sewage Recycling and Municipal Water Quality" (GB/T18920-2002). RO concentrated liquid adopts the combined treatment process of "high pressure NF+ High pressure RO+ advanced oxidation", and the treated concentrated liquid is returned to the incinerator for slag cooling to achieve "zero discharge" of sewage in the park.

Exhaust gas

All treatment facilities in the plant adopt a closed design, and all odors are uniformly collected to the odor treatment system. The deodorization process adopts biodegradation method, and the odor is treated in line with the second-level standard of the new expansion and reconstruction project in the "Emission Standard of Odor Pollutants" (GB14554-1993), and is systematically discharged through a 15-meter-high exhaust cylinder.

Noise

In this project, low-noise equipment is selected, and high-noise equipment is soundproof and sound-absorbing treatment, and shock absorbers are set between the equipment and the foundation to ensure that the noise meets the requirements of the Class 2 standard limits of the "Industrial Enterprise Boundary Environmental Noise Emission Standard" (GB12348-2008).

Solid waste

The solid waste generated during the operation period of the first phase of the project is mainly the sludge generated during wastewater treatment. The treatment process is: sludge dehydration + incineration, and the dehydrated sludge is transported to the third resource thermal power plant for treatment. 


Project significance

 

This project is an important part of the eastern solid Resources Regeneration Center of Guangzhou (Luogang Fushan Circular Economy Industrial Park), the selected treatment technology is mature and reliable, and the sewage treatment reaches the reuse standard and is returned to the park to achieve "zero discharge" of the park's sewage. 


The sewage treatment plant was successfully put into commercial operation, which reduced the pollution of the surrounding environment caused by the sewage discharge of enterprises in the industrial park, improved the regional ecological environment, promoted the coordinated development of economy, society and environment, laid the foundation for the development of the park, and added valuable experience and cases for the Group's comprehensive sewage treatment and operation in the recycling industrial park. Expanded the Group's market share in the field of bulk high concentration organic wastewater treatment, and established the Group's leading position in the industry.
